The 1966 ILO/UNESCO Recommendation established benchmarks for teachers’ rights and obligations, as well as criteria for their initial and continuing education, recruitment, employment, and teaching and learning circumstances. According to UNESCO, the Recommendation on the Status of Higher Education Teaching Personnel was issued in 1997 to supplement the 1966 Recommendation.

It further notes that the purpose of the day is to recognize the ways in which teachers are advancing education, but it is also a day to contemplate the assistance they need to fully utilize their skills and vocation, as well as to reconsider the profession’s future on a global scale. The fifth of October is a day to recognize how teachers are improving the education system and to focus on the resources they require to effectively deploy their knowledge and vocational skills.

“The teachers we need for the education we want: The global imperative to reverse the teacher shortage,” is the subject of World Teachers’ Day in 2023. According to UNESCO, the 2023 festivities aim to place the importance of halting the fall in the number of teachers and then beginning to increase that number at the top of the global agenda.

“We call on countries to ensure that teaching evolves everywhere into a more attractive and valorized occupation where teachers are valued, trusted, and given sufficient resources to meet the needs of every learner,” said Ms. Audrey Azoulay, Director-General of UNESCO, Mr. Gilbert F. Houngbo, Director-General of the International Labour Organization, Ms. Catherine Russell, Executive Director of UNICEF, and Mr. David Edwards, General Secretary of Education International. If we want to reverse the current trend and successfully raise teacher numbers, bold initiatives must be implemented.”
