From 2G Struggles to 5G Success
Prime Minister Narendra Modi didn’t hold back while addressing the India Mobile Congress 2025 at Yashobhoomi, New Delhi. Taking a clear dig at the Congress-led UPA era, PM Modi reminded the audience how people once mocked his “Make in India” vision — the same vision that now powers the country’s tech revolution.
“When I talked about Make in India initially, people made fun of it,” PM Modi said. “They asked how India would make technologically advanced things. The country answered. The country that once struggled with 2G now has 5G in almost every district.”
The packed audience — a mix of tech leaders, entrepreneurs, and government officials — broke into applause as Modi underlined how India has gone from being a telecom importer to a technology exporter in just a decade.

India Launches Its Own 4G Stack
Highlighting India’s growing technological independence, PM Modi announced the successful launch of India’s own 4G stack, calling it a major milestone in the country’s digital journey.
“This is a major indigenous achievement. India has now become one of the five countries in the world with this capability,” he said, adding that the 4G stack is “export-ready” and will open new business opportunities globally.
He credited India’s “digital decade” for rapid progress — from affordable data and indigenous chip production to AI innovation and a booming startup ecosystem.
What Is ‘Make in India’?
Launched in September 2014, Make in India is one of the Modi government’s flagship initiatives. The goal: to turn India into a global manufacturing hub.
The program focuses on boosting domestic production, attracting foreign investment, and cutting import dependence by encouraging both Indian and global firms to manufacture locally.
Covering 25 key sectors — from automobiles and defense to textiles and renewable energy — Make in India emphasizes ease of doing business, innovation, and infrastructure growth.
Over the years, it has helped India record massive FDI inflows and strengthened its place in global value chains. Yet, bureaucratic delays and uneven implementation across states remain challenges.
The 2G Scam: A Look Back
PM Modi’s reference to “2G” wasn’t random. The 2G spectrum scam remains one of India’s biggest political controversies.
During the UPA government’s second term (2009–2014), telecom licenses were allegedly distributed unfairly, causing what the Comptroller and Auditor General (CAG) claimed was a loss of ₹1.76 lakh crore to the exchequer.
Though a Delhi court acquitted all accused in 2017 due to lack of evidence, the episode became a defining symbol of corruption during that era — one the BJP repeatedly highlighted during the 2014 election campaign.

PM Modi’s IMC speech wasn’t just a political jibe — it was a reminder of how much India’s digital landscape has evolved.
From being a country entangled in scams and policy paralysis, India now stands as a leader in 5G deployment, indigenous telecom innovation, and a growing export ecosystem.
“The same people who doubted us now showcase our achievements,” Modi said, closing his address to a standing ovation.
